Achieve developed this guide to suggest ways that postsecondary systems, institutions and others can support states as they develop plans for the federal Race to the Top (RTTT) competition that will drive significant reforms in K-12 education. It reviews the four assurance areas states must address in their RTTT applications: standards and assessments; data systems to support instruction; great teachers and leaders; and turning around the lowest-achieving schools. For each area, it suggests specific ways in which postsecondary can be of help, both in the short-term development of RTTT proposals and in long-term implementation of funded initiatives.
