Senior Policy Associate, State Leadership & Policy Development

As a Senior Policy Associate for State Leadership & Policy Development, Anne Bowles is responsible for managing Achieve’s support to American Diploma Project Network states. Anne joined Achieve in February 2012. Prior to Achieve, she served as a Policy and Outreach Associate at the Institute for Higher Education Policy, where she managed the day-to-day activities of a coalition of 30 national organizations committed to increasing college access for underserved students and supported the organization’s broader research and outreach activities, particularly in the areas of college preparation and the transition to college for first-generation, low income and minority students. Prior to joining IHEP, Anne served as a Program Associate with the American Youth Policy Forum (AYPF), where she co-authored a compendium on the benefits of expanded learning opportunities for older youth and identified research, programs, and policies for AYPF’s Capitol Hill forums, site visits, and policy meetings. From 2005-08, she taught middle school social studies through Teach for America in New York City. Anne earned her bachelor's in sociology from the University of Michigan and master's in education from Pace University.
