In this report, Achieve found several strengths in the Minnesota system, including the strong stance taken on standards-based reform and the commitment to using standards to improve teaching and learning. For example, the Minnesota system includes multiple ways for students to demonstrate what they know and are able to do, and the MCAs are technically sound measures of student achievement. Achieve and CBE recommended that the state revise the standards, improving clarity, specificity and focus to help guide districts in improving teaching and learning. The state's emphasis on applied learning may minimize content knowledge and the number of learning goals may obscure the most essential elements of content area expertise.
